Criteria:

The Basic Training Honor Graduate Ribbon is an award of the United States Coast Guard that is presented to the service member who graduates at the head of their class. The award, first issued in March of 1984, may be retroactively awarded, as long as the guardsmen has the supporting paperwork and supplies a written request.
