It was originally created to honor junior members who are not generally eligible for the Navy & Marine Corps Commendation Medal or the Meritorious Service Medal. Subsequent awards are denoted by silver and gold stars worn on the ribbon.

"I found the website a little difficult to navigate. Not your fault I’m guessing, just an old snipe who’s more familiar with boilers than technology. I still have some small items that I left off my order but the shipping will cost more than the items. Also getting the correct order of display is very difficult. Other than that I’m pleased with my order, its delivery and the quality of your product. Smooth sailing from one old salt to another."
"These 2 medals are exactly what I was looking for. I needed the 2 prong configuration, instead of the pin configuration, because it's easier to mount in my flag case. I had to use duct tape to mount the pin configuratin medals in the case. I then ordered the 2 other medals that I need from USAMM (the National Defense Medal & Vietnam Service Medal) also. I thank you very much."
