Criteria:

The Public Health Service Meritorious Service Medal is an award of the Department of Health and Human Service presented to officers of the PHS. Awarded for recognition of a career of notable accomplishments, high quality leadership or a single but particularly important achievement, it is the second highest award of the PHS. While considered a civilian award it is approved for wear on all military uniforms.
