Criteria:

The Public Health Service Outstanding Service Medal is an award of the Department of Health and Human Service presented to officers of the PHS. Awarded for recognition of a continuous outstanding leadership while carrying out the mission of PHS, a single performance of a significant accomplishment that has a major effect on the health of the Nation or performance of a heroic act resulting in the preservation of health or property. While considered a civilian award it is approved for wear on all military uniforms.
