The medal’s design features an American eagle perched upon a closed book and a Roman sword, encircled by the words "Efficiency, Honor, Fidelity," and is suspended from a sky-blue ribbon with red, white, and dark blue edges. Although briefly discontinued in 2006, the award was reinstated in 2009 due to its significance to the enlisted force, and subsequent periods of qualifying service are now recognized through the use of bronze and silver Oak Leaf Clusters.

"I'm a Nam vet. Over the years I lost medals, awards etc. Now that I'm in my waning years I decided I want to leave my medals to my daughter & son-in law. Also leave ribbons to grand kids (three). Thus my order for about 20 pieces. When a package arrived a few days after I placed my order from USAMM I was surprised to receive this so quickly. Amazingly all pieces I ordered were there.
