I'm a bit confused...I configured a thin ribbon rack but it appears the configuration only provides the parts and an additional 9.99 per rack is required for them to be "assembled". Is that correct?

We will never send thin ribbons loose. The shopping cart does break the order down in to individual line items, but the set will come assembled, just like you saw on the EZ Rack Builder.
